Sim Team Head

After many seasons leading the sim team, @thevoicelesscreator has asked to step down. Thank you for organizing both the simmers and commentators in a great way for such a long time!

The Sim Team Head responsibilities include:
- Hiring simmers and commentators,
- Scheduling simmers and commentators for SSL league games,
- Submitting payments to the team members every season,

It is strongly recommended that the Sim Team head can either sim or commentate themselves.

Pay for a Department Head is 6 Capped TPE each week, $2,000,000 per season.
