HFC/RIO Investigation and Sermokala Suspension

<span style='font-size:14pt;line-height:100%'>First issue</span><br>After a request by a user, the Board of Directors began an investigation of possible tampering and/or the prevalence of a multi (a user having more than one player in the league at the same time) in relation to the trade between Hollywood FC and FC Rio involving the user HouseOfBlack. <br><br><b>Summary of Events</b><br>Black had been steadily earning TPE but not applied any towards their player build since creating in S1. Communication between the user and Rio management was sporadic despite multiple attempts at establishing communication by Rio.<br><br>Hollywood was given permission to talk to Black about a month prior to the announced trade. Both Hollywood and Rio were communicating with Black around that same time. During the weeks leading up to the trade being announced, Rio made several attempts at establishing contact with Black through Discord that went unanswered. <br><br>After the trade was announced and accepted by both teams (February 19th PST), Hollywood reached out again to Black. Directly after, Black allocated their earned TPE to their player in various attributes. <br><br><b>BoDs Assessment</b><br>First, we contacted both Hollywood and Rio for more information and a clarification of the events leading up to the trade. These statements alongside statements from HouseOfBlack and logs from the Forum led us to the decision that <b>there is no evidence of tampering by Hollywood</b>. Rio gave permission to contact the user they had under contract which fulfills Rule 4.a of Section 6 Subsection 4. <br><br>Second, the response from HouseOfBlack and other information from the forum show that there are legitimate reasons for their behavior. <b>We have found no evidence of HouseOfBlack being a multi.</b><br><br>The BoD decision was provided to the user requesting us to look into the trade, and the parties involved in the trade. <br><br><span style='font-size:14pt;line-height:100%'>Second issue</span><br>After the decision was announced to the aforementioned parties, the BoD received evidence of Sermokala, the Manager of FC Rio, harassing another user on the site. <br><br>While the BoD understands Sermokala's frustration of the events leading up to the trade, it is never acceptable to attack or otherwise harass another user. The league will not tolerate such behavior.<br><br>As per Section 1 Rule 1.a and 1.b, we are <b>suspending Sermokala from the forum and league Discord(s) for 2 weeks for personal attacks on another user.</b> The suspension will last from the 22nd of February to the 8th of March and Sermokala will not be able to claim TPE for Week 6 and 7 of the season. The player Milan Horvat will also be suspended from MD11 to MD14.<br><br>Sermokala will also be put on probation for the rest of S2 and the entire S3. Any further breaking of the rules during this period will result in the immediate termination of the position as Manager of FC Rio.<br><br>Sermokala is able to appeal the punishment according to Rule 2 of Section 1.

Sermokala has submitted an appeal and the BoD is deliberating the matter.

Given the nature of the infraction, the board has decided to <b>uphold the punishment</b> as we cannot condone harassing another user no matter the claimed reasons for doing so. Sermokala has during the appeals process reflected about their actions in a way that we believe the 2 week and 4 game suspension and the defined probation is appropriate.
