Reykjavik Manager Tasks Punishment

Information

When checking Manager Tasks, the managers of Reykjavik were notified that NSU was not roster compliant and given until the tactics deadline of MD1 to resolve this issue per rule E.6.b.

At the time of the MD1 tactics deadline, one player was signed/processed to their contract which made the organization roster compliant on the Budget, but they were yet to be regressed nor added to the FM file which means that the Manager Tasks were not completed.

The organization resolved these issues within one day of the deadline, thereby receiving the "1 day late" punishment as defined by rule E.6.c.

Punishment

@RashfordU , @FuriousChicken and @RussDrivesTheBus are given a warning and put on a one season probation.

Tokyo Roster Compliance Punishment

The organization of Tokyo/Cairo did not have a compliant roster by the tactics deadline for Matchday 1, resulting in two rookie players being played without a signed contract, breaking rule E.2.e of the Rulebook.

The BoD has decided to issue a warning to the manager group @sköldpaddor @hhh81 and @frithjofr for a failure to complete manager tasks with a one day delay.

The reason this punishment is not as written in the Manager Tasks section of the Rulebook, rule E.5, is that the contract acceptance was not within their control and they had done everything in order to get the players signed within the deadline window. The punishment is still issued as no replacement players were fixed until a day after the tactics deadline.

Changes to the Rulebook

In this particular case the organization focused on getting active players onto their team in favor of inactives, which is something that the BoD appreciates for the overall health of the league. When an organization is at the hands of the user actually signing the contract to be considered signed for the league games, that can easily become a disincentive to take a chance on players later on in the drafts.

We have voted to make the following changes to the rules in regards to inactive players:

The "free release period" (rule G.6.a.ii) of an user inactive player is increased from only the off-season to the tactics deadline for Matchday 1. This means that an inactive player can be offered an extension for the next season and later be freely dropped after an organization has had the time to talk to their recently drafted rookies
Introduce a Rookie Contingency Clause (rule F.2.b.v.d) for IFA signings, which allows an IFA to be signed at the minimum salary of a designated unsigned rookie. Once the rookie officially signs their contract the IFA can be dropped with no salary penalty and 50% transfer value reimbursed used in the IFA.

Tokyo will be allowed to drop their IFA signings using the new RCC clause.

TLDR: The first rule change allows organizations to tentatively hold on to any inactive player already present on their team and the second rule change allows an organization to sign a replacement player to fulfill the minimum roster size rule. In both scenarios the salary impact is removed when releasing the IA players but they differ in where the player is being signed from and when they are allowed to be dropped.

Tokyo Sub Cap Relief Punishment

For S21, the BoD issued a one season temporary rule to allow for the rostering of more active players in organizations prior to the S22 Expansion. The requirements of receiving this cap relief was that at least 13 active status (per their contract) players played in more than 6 appearances during the season. The S21 Tokyo roster had 13 active status players but only 11 of them met the requirement at the end of the season.

As such the BoD are issuing a cap penalty for Tokyo for the S22 season corresponding to the cap relief amount, 6 million.

This cap relief rule is no longer in effect for S22 and beyond.

S21 Hollywood Illegal Tactics Punishment

Prior to MD18, Hollywood self-reported that they submitted illegal tactics (player instructions) in two match day's during the S21 Season. The Board reviewed the files and noted 3 tactical infractions. The Matchday's affected were MD6, MD7, and MD15. EDIT: MD7 was not an error by Hollywood, this was a Simmer error with importing new tactics. Hollywood's mistakes are MD6 and MD15.

Upon review of the file and discussions within the board. The board has determined to bring forward the following punishment:
All members of Hollywood Management (OMs and AMs), as well as their Tactician will face a 50% Pay Loss for the S21 Season.

We understand that in the past, precedent would indicate a 1st infraction warning. The Board felt that given 2 separate matchday's had illegal tactics, that the first infraction precedence needed to be skipped.

This incident has also given good reason for the board to review and reflect on how the board deals with these infractions.

Prior to the start of S22, the board will be releasing new guidelines on illegal tactic punishments, as well as opening up a new job for file auditing to help mitigate and prevent future illegal tactics being used.

Mystic Saiyan/fatedsaber Personal Conduct Policy

Hello all,

Recently the user known as fatedsaber (@~~Mystic Saiyan~~ on the forums) was banned from the SHL for homophobic, racist, and antisemitic remarks in conversation with multiple users over many different spaces. Following this, the user was also banned in the ISFL for these reasons. This user joined the SSL today and immediately continued arguing their position within league spaces. SSL BoD has received extensive evidence of their conduct including screenshots.

In accordance with the Personal Conduct Policy section A.1 and given the voluminous amount of evidence we have been provided, we have made the decision to permanently ban this user from league spaces.

The user is able to file an appeal with any member of the BoD in accordance with Section A Rule 3. Any appeal should be filed within 48 hours of publication of this punishment.

denisbigfan1 Personal Conduct Policy - Suspension

The BoD has been in discussion regarding the behavior of the user, @~~denisbigfan1~~

The BoD has found the user to be in breach of the Personal Conduct Policy (Rule A.1) on multiple occasions, excessively posting trolling and hateful messages.

This is not the first Personal Conduct punishment for the user and the BoD has repeatedly reached out asking the user to refrain from posting similar messages. As such the BoD has voted to issue a harsher second infraction punishment of a 6 month forum and Discord suspension per Rule A.2.b.

The user is able to file an appeal with any member of the BoD in accordance with Rule A.3. Any appeal should be filed within 48 hours of publication of this punishment.

denisbigfan1 Personal Conduct Policy

After investigation, the BoD has determined that the user @~~denisbigfan1~~ has violated our personal conduct policy (Section A of the Rulebook), and is hereby issued the following punishment for inappropriate conduct towards another league user.

@~~denisbigfan1~~ will be assessed a 2 week forum suspension (posting ban) and Discord time-out from the league server. The player Badrick Blackwood V will be suspended for the same duration. The suspension will last from the 14th of March to the 28th of March.

Further or repeated inappropriate conduct of this nature will result in more severe punishments, up to a permanent ban.

The user is able to file an appeal with any member of the BoD in accordance with Section A Rule 3. Any appeal should be filed within 48 hours of publication of this punishment.

Illegal Tactics HOL/FCK

After Minors MD4 it was discovered that F.C. Kaapstad had been playing with a non-regressed build of Cole Mertz after signing them in free agency earlier in the season. Mertz was during the regression period an FA and as such the BoD had reduced the player's total TPE and made a note in their update thread that regression needs to be done by a manager if signed. This was missed by the HOL/FCK manager at the time of signing and Mertz was included in the initial tactics for the season. This was also missed by the BoD when checking rosters during the first couple of days of the season.

The BoD has therefore only issued a warning for @Domffl for this infraction, while Mertz has been deemed ineligible to play until the regression is processed during a normal update cycle.

Changes

We realized that we needed some better way of checking and/or making it clear for managers which players in FA are in need of regressing. We have thereby implemented a filtering system in the FA tab of the budget (which lists all current FA players), that highlights in red the players that have more applied TPE on their build than the total earned TPE adjusted for regression. This way it should be clear to all involved if a player needs to go through regression prior to signing them.

CF Catalunya Manager Punishment

CF Catalunya was 6.5 million above the salary cap after the tactics deadline for MD1 of the season. They have been issued with a 6.5 million cap fine for S11 and S12 in accordance with Section 5 Subsection 3 Rule 2.b (Rulebook v2.6 or rule E3 in the revised and reorganized v3 Rulebook).

They were directed to adhere to the salary cap prior to the tactics deadline for MD2. They were in close discussion with members of the BoD alongside trading partners just prior to the deadline and finalized a trade that resolved their cap situation. Due to a sequence of trades it was not posted on the forum on time but the BoD oversaw the trade discussion and the cap was adhered to for the MD2 tactic submission. As such no additional cap penalty for the team is issued.

However, due to the delayed nature of the response and the BoD having to step in to facilitate a resolution, the managers (@omniscius and @twix) are being fined their full S11 job pay. This goes in line with previous punishments issued to managers.

We are also working on codifying these issues to the Rulebook so there will be no confusion for any party what is expected and potential consequences if delays has not been resolved before the defined deadline.

Cairo City Manager Punishment

We were notified a couple of days ago that Alaska needed to step down from the management position in Cairo due to real life circumstances. We appreciate Alaska stepping into the role a couple of seasons ago. There is now a BoD stewardship in place to steer the ship until a replacement manager can be found.

As part of this process, it came to the attention of the BoD that Cairo City only has 6 players under contract (including two new draftees) for S11, well below the threshold for a full roster, as there were no contract extensions posted. Similar to the situation in Tokyo, multiple players would be considered Free Agents and any team that signs them would be required to afford the Transfer Budget cost.

During our internal BoD discussions we focused on finding a way for Cairo to field a full roster without completely disarming the team due to the inaction of an individual user. Similar to Tokyo the BoD has voted to allow Cairo to retroactively sign four players to their roster, Aleksandar Stojakovic, Arnošt Hlemýžď, Mikhael Laudrup and Sirdsvaldis Miglasķēms.

However due to Cario not posting these contracts before the extension deadline, the BoD issues the following punishments.
- Alaska forfeit their entire S10 salary
- Alaska is unable to be hired for a manager job for two seasons.
- Cairo City forfeits their S12 2nd round pick.
- Cairo City Transfer Budget is set to $0.

Tokyo S.C. Manager Punishment

It has come to the attention of the BoD that Tokyo S.C. failed to post contract extensions of five active players and one inactive player, prior to the end of the off-season. As per Section 6 Subsection 3 Rule 1.a.i, these players would be considered Free Agents and any team that signs them would require the team to afford their total Transfer Value.

After reaching out to Tokyo's management, it was shown that deals had been agreed to with the five active players. A similar situation regarding non-posted contracts occurred here. We want to focus on one specific part of this decision: "An agreement had been made between the two parties and the infraction is on the manager for not posting the agreed to contract."

As such the BoD has voted to allow Tokyo to retroactively sign the five active players, Helena Söderberg, Squall Vercetti, Emilliano-Yoichi Isagi, Mike Rup, and Yannick Visser to their agreed to extension.

However due to Tokyo having agreements in place but not posting these contracts before the extension deadline, the BoD issues the following punishments.
- both managers forfeit their entire S10 salary
- both managers may not claim capped TPE from their manager job during week #91 through #94.
- Tokyo S.C. forfeits their S12 1st, S13 1st and S12 2nd round picks.
- Tokyo S.C. Transfer Budget is set to $0.

F.C. Kaapstad Manager Punishment

It has come to the attention of the BoD that two players on F.C. Kaapstad (Claire Norris @sve7en and Jürgen Müller @Pandar) have been playing games during the S7 season without being signed to an official contract and still not being signed past the Trade Deadline.

This goes against Section 4 Subsection 2 Rule 1.a ("Unsigned Players") and Section 6 Subsection 1 Rule 2.b ("Draft Eligibility") where any prospect that has not signed a contract with the team that holds their rights prior to the Trade Deadline will be put back in the prospect pool and eligible for the upcoming SSL Prospect Draft.

We want to separate the issue into two cases, one for each player;

After reaching out to FCK's Manager @TheSparkyDee and the affected players it was discovered that an agreement had been in place with one player (Norris) prior to the start of the season, but the contract was not posted on the forum. The BoD has looked at Section 6 Subsection 4 Rule 1.c ("Free Agent") and although that rule specifically covers agreements with Free Agents and not Prospects, the same theory can be applied to this situation as well. An agreement had been made between the two parties and the infraction is on the manager for not posting the agreed to contract.

In the other case, no agreement existed between the team and the player (Müller) about a contract. The purpose of Rule 2.b in "Draft Eligibility" was to allow for player agency in a situation where a drafted or claimed player did not want to sign for that team, the player would automatically be put back in the prospect pool and eligible for the upcoming draft. In this particular case, neither party has expressed that sentiment. As such the BoD has decided to allow the player to stay with FCK with a retroactive signing of their 2 season rookie contract.

However, there are still parts of the infractions that needs punishment. The BoD has decided that @TheSparkyDee will:
- forfeit their entire S7 salary
- not be able to claim capped TPE from their manager job for Week 9 of S7 (next week) through Week 3 of S8. The capped TPE may come from other sources.

and that FCK will forfeit their closest owned 1st round pick as compensation for Jürgen Müller staying with the team.

As always, Sparky is able to submit an appeal of this punishment.

Some comments from the BoD:
This decision sets a precedent in how the BoD looks at contract situations for prospects especially and we will add words to the Rulebook reflecting that.

It is important that the manager has checked that their players are eligible to play and we will implement a more structured process for completing and checking Manager Tasks at the beginning of the season.

Jiggly Relieved of Duty

The job of a commentator is to, as a representative of the league, provide positive and unbiased commentary for the current and future users. The BoD has made the decision to relieve @Jiggly_333 of their duties as commentator following the commentary provided in S7 D1MD3 as the commentary did not meet the expectations of the role.

This decision comes after multiple warnings have been issued to them during their tenure as a commentator for similar occurrences of biased and otherwise unnecessary negative commentary. A couple of months ago, the BoD and Sim Team Head created a Commentary Guideline that outlines in detail what is expected of the commentators in their role.

While we understand that it is frustrating to see your own team not perform according to your expectations, it still doesn't justify using an official league video as a place to vent those frustrations. That has been made explicitly clear in our expectations of a commentator and the guidelines provided.

Per the history of previous posts on disciplinary measures in the SSL, we would like to remind people to be civil in the comments of this thread and in the different chat-channels. Any issues you might have about this decision can be sent in a DM on the forum to me or on Discord (Canadice#0985).

Omniscius Personal Conduct Policy

Code of Conduct
The BoD received evidence of the user @omniscius breaking the Personal Conduct section of the Rulebook. Omniscius had on multiple platforms attacked and harassed other users in the league.

It is never acceptable to attack or otherwise harass another user. The league will not tolerate such behavior.

As per Section 1 Rule 1.a and 1.b, we are suspending Omniscius from the forum and league Discord(s) for 2 weeks for personal attacks and harassment of another user. The suspension will last from the 3rd of October to the 16th of October and Omniscius will not be able to claim TPE for Week 2 and 3 of the season. The player Budget Busquets will also be suspended from MD1 to the first leg of the Cup First Round.

Omniscius will also be put on probation for S6 and S7. Any further breaking of the rules during this period will result in the immediate termination of the position as Manager of CF Catalunya.

Omniscius is able to appeal the punishment according to Rule 2 of Section 1.
