Each organization have now submitted their protection lists and notified the players that are eligible for the Expansion Draft. The full list of protected players will not be made public but only be given to the two Expansion Organizations.

They have been given special permission to reach out to the players eligible for the Expansion Draft (normal circumstances it would be tampering) and scout them in preparation for the draft. The draft itself will be held offline around the 9th/10th of August, the results of which will be posted as an announcement on the forum. After the publication the players selected will be invited to the respective expansion organization's locker room.

Some reminders about expansion draft rules:
Any player picked by an Expansion Organization in the Expansion Draft may not return to the original organization in Free Agency for the next FOUR (4) subsequent seasons (S27-S30). This includes exposed pending Free Agents for S27, who are considered part of the organization they were under contract with at the time of the protection list deadline in S26.

Non-manager players that have announced their retirement prior to the Protection List deadline are excluded from both protection and exposed lists.

If an exposed non-manager player chooses to retire during S26 after the Protection List deadline or S27 after being selected in the Expansion Draft, the EXP who is selecting/selected that player will be given a compensatory pick in the closest upcoming Prospect Draft between the Xth and Yth round in order of retirement. For example if two selected players for EXP A retire prior to the S27 Prospect Draft, EXP A is given two compensatory picks, one between the 1st and 2nd round and one between the 2nd and 3rd round.]]> Protection Lists

In many other leagues, users get awarded a 5YR or 10YR badge once they've been on the site for that amount of time. In discussion with other Head Office members or those leagues over the years, the biggest issue they often have is verifying whether a user was actually active over that time or did they just happen to create a player years ago, and then are back active again years later.

In the SSL, we've decided to go a slightly different route.

Over the past season, our first S1 Users have started to hit this mark (roughly 5 years after the league began). A few more S1 players will hit the mark this season and many more to follow in the seasons after. The matches are tracked using the index, but users will need to request the addition of this user award to their profile when they hit the mark. After the summary post has been published each expansion organization will begin inviting the selected players to their new locker rooms.

As is custom, the first weeks of the new season brings about some adjustments and changes that the BoD details in this post. We are still planning on expansion for next season if everything works out according to plan, and we have some information later in this text giving some updated details.

Expansion

With only 4 more days left until the expansion application deadline, we are seeing a lack of applicants overall. After a fact finding mission trying to ascertain reasons why, we have found one such reason to be the reluctance to leave an organization without any real compensation for the lost player. After a detailed discussion within the BoD, taking into account the impact any compensation might have on the Expansion Organizations initial start, we have voted to implement the following for this expansion hiring process.

If a player from an organization is successfully appointed OM for an expansion organization, the original organization will receive a compensatory pick in between the 1st and 2nd round. 

If multiple organizations receive compensation picks from this or retirements, the picks will follow the same order as a normal round (reverse standings).

This will be added to the hiring and expansion post as well.

Our hope is that this compensation can move the needle for a user contemplating applying. More information about that process can be found here.

Rule Changes

First, after this (S26) season the league will move to a 7-7 structure in each division. This will give us 12 league matchdays played over 14 total Youtube matchdays for each division. This structure has been voted for in order to minimize the increase in simmer workload with the addition of extra teams. Yes this does mean there will be a team with a bye each matchday but it does keep the amount of matches every team plays equal for various back end things on top of the simmer workload.

Second, a temporary rule change for this special season in preparation for the Expansion adjustment. This (S26) season will feature the following promotion/relegation format:

Div 1 - No auto-relegation. The team finishing last (6th place) will play a playoff against Div 2 runner-up. 5th place will not have playoffs this season.
Div 2 - 1st place auto-promoted. 2nd place will play against Div 1 6th place

This is a one-time thing to go with expansion where Div 1 will at least see one new team join. We will have more information on the permanent changes to the pro/rel format closer to the start of S27.

Roster Movement Deadline
In order to clear up any confusion for organizations, accountants, bankers and fileworkers we have added the following detailed deadline to the Rulebook:

After the Trade Deadline, no roster moves can occur except when it is required to field a valid roster because of player suspensions.

Any roster move after the Trade Deadline can only occur if it is required to field a valid roster due to player suspensions.

To clarify what is considered a valid submission for auditing and simming, we have added the following to the Rulebook.

A valid tactic submission is defined as one of the following. Only valid submissions are audited for legality and will be used for simming if it passes the audit. 

If both a tactic file and matching screenshot depicting players on positions

If only a tactic file, it is valid only if players are placed automatically based on last tactic (i.e. no manual input by auditor/simmer),

If a tactic file and non-matching screenshot (regarding player positions), it is valid only if players are placed automatically based on last tactic,

If only a screenshot, it is valid only if the screenshot matches the last used tactic file.

If a submission contains no tactic file nor screenshot it requires no auditing but is valid for simming, for example a submission with only subs.

E.3.d

The following tactic submissions are not valid for auditing nor simming. Invalid submissions will revert back to the previous legal submission.

Only a screenshot that is not matching the last used tactic file.

Any of the scenarios from c. that does not meet the condition of validity.

Regression Deadline is Friday June 12, 2026!

All players aged S18 or older are subject to regression in accordance with their specified percentage.

S18 - 10%
S17 - 15%
S16 - 20%
S15 - 25%
S14 - 30%
S13 - 35%
S12 or older - 40%

The regressed TPE is always rounded up, for example a player at 1818 TPE regressing 10% would lose 181.8 TPE rounded up to an actual loss of 182 TPE.

All earnings from before June 1st are included in the regression calculation, including:

We just have to make one thing clear: A manager may not force a player to provide intent to sign. This week is intended for players to be able to talk to teams and be shown alternatives for how their future may look.

Re-rolls and redistribution
S24 players have one last chance this week to submit a re-roll and S25 players have one last chance to use their redistribution for their player via the portal.

Seasonal Change
If you want to retire but still have a corpse season for your player, you need to wait until the start of the next season. Any player retiring during the off-season is retired at the end of the season and will not get a corpse season.

Due to the changes with the portal, the new draft class will officially start up on June 8th with the start of the new season. Any players created during the week of June 1 - June 7 will not be approved until the following week.

Gearing up for the final couple of weeks of the S25 season, we are coming to you with a half-time State of the League in addition to the regular one at the beginning of the season. This announcement will be tied to one subject; the size of the current player base.

As we touched on in the S25 State of the League and the S22 State of the League, the recent growth of the league has meant that the BoD is keeping a closer eye on the current player total and the number of starting XI positions in all current teams of both the Majors and Minors.

With the success of the S26 class (74 players, tied for 2nd most all time) and the current retention rates (80% active after the Academy season) we are seeing us hit the ceiling for available starting positions within the next two seasons. As a league, we strive to provide all active players with the chance to play starting XI minutes and in order for that to continue we will need to plan for an expansion.

The permanent and incentivized use of substitutions has been brought up many times during the league’s life as a way to extend the number of active players fielded during a season. However that option has never seen any real impact on league growth, instead we have used, and will continue to use, it as a temporary measure to mitigate the ceiling until a time where more teams and starting positions are introduced.

Expansion Announcement

The BoD has decided to announce an expansion for the S27 season, using the remainder of S25 and S26 to allow for applications, appointments of new managers, working on team brands and completion of the expansion draft.

The expansion will consist of (at minimum) two organizations, giving us a total of 14 organizations with 28 teams in total. The Final Form :™: of the league with 16 organizations (32 total teams in Major and Minor) split into two divisions is still the end goal and we will allow for us to jump to that structure if we deem it feasible during the application process.

The following processes are detailed using the 2 organization expansion structure and are subject to change if we go through with a 4 organization expansion.

Expansion Draft Process
The expansion draft will consist of 11 rounds of snake style picks where each Expansion Organizations (EXP) will pick one player/pick package from each organization. The final 12th player is the EXP OM who is assigned automatically as a pick from that organization for that EXP. This means that any organization will only lose two players during a normal draft process and the EXP will consist of 12 players prior to the S27 Prospect Draft.

Any co-applicant (EXP AM) needs to be drafted by the EXP in the 2nd round of the Expansion Draft.

If the EXP OM and AM come from the same organization, the organization is given the 2nd round pick from EXP in the S27 Prospect Draft as compensation.

Protection Lists
Each organization must send in a protection list to the BoD prior to the Expansion Draft. Each organization can by default protect 11 players while their OM is automatically protected and not part of the 11 slots.

The following players must be protected:

any Assistant Manager, whether they are active or retiring at the end of the S27 season
any player with a NMC, unless waived by the user

The following players must be left unprotected:

any EXP OM or AM, whether active or retiring at the end of the S27 season. The EXP must select this player as the pick from the organization.

An additional 2 protection slots can be “bought” by the organization for a package of draft picks which will then be available for any EXP to pick instead of a player from that organization. The cost for each slot is:

Slot A: S27 1st round pick + S27 3rd round pick
Slot B: S28 1st round pick + S27 2nd round pick

These picks do not necessarily have to be the organization’s own picks in the given draft and earlier round draft picks can be used as payment for the protection slot. For example Slot A can be bought by using an S27 1st + S27 2nd pick instead of the 3rd.

Any exposed player or pick package that is not drafted by any EXP at the conclusion of the Expansion Draft are returned to the original organizations.

Any player picked by an EXP in the Expansion Draft may not return to the original organization in Free Agency for the next FOUR (4) subsequent seasons (S27-S30). This includes exposed pending Free Agents for S27, who are considered part of the organization they were under contract with at the time of the protection list deadline in S26.

Retiring Players
Non-manager players that have announced their retirement prior to the Protection List deadline are excluded from both protection and exposed lists.

If an exposed non-manager player chooses to retire during S26 after the Protection List deadline or S27 after being selected in the Expansion Draft, the EXP who is selecting/selected that player will be given a compensatory pick in the closest upcoming Prospect Draft between the Xth and Yth round in order of retirement. For example if two selected players for EXP A retire prior to the S27 Prospect Draft, EXP A is given two compensatory picks, one between the 1st and 2nd round and one between the 2nd and 3rd round.

Trades
Trades between an EXP and a non-expansion organization are allowed prior to the start of the Expansion Draft. These trades are exempt from the Trade Deadline for S26.

These trades are handled internally between the organizations and the BoD until the conclusion and announcement of the Expansion Draft results, after which they are published on the forum as normal.

Any trades between non-expansion or EXP organizations are not allowed following the Trade Deadline of S26.

Prospect Draft
The EXP organizations will be given the 1st and 2nd picks in each round, the reverse order from the Expansion Draft 1st and 2nd picks.

After rigorous testing we found evidence that the number of fans for each team has an inherent effect on the home win rates. (ISSUE 1)

After this we also identified another database setting error that caused the first matchday of MD11 - MD15 to NOT be played on a neutral venue. (ISSUE 2)

ISSUE 1

Background
When neutral stadiums were introduced in S18, the settings in the FM Editor were set in a way that the attendance during the matches was perfectly split 50/50%. As the FM Database editor is a conundrum and more of a black box, it was never determined exactly which settings led to this result. The effect was then attributed to the move to neutral stadiums as other "evidence" found online at the time said that attendance had no effect on the advantage.

At some point in re-creating the FM file in S22, some settings were changed which led to an uneven split of fans in attendance. This was never identified and investigated as the teams were still playing in neutral stadiums, so it was assumed that the same effect persisted.

With the creation of the S25 FM File some settings was once again changed (overall increase in attendance for games) and we started getting more and more reports of heavily skewed win rates (in testing) for the home team which led to this investigation.

During the testing, different settings for team attendance and season ticket holders were set using FMRTE and its effect on the same matchup were measured over 100+ samples each. We saw a drastic shift (~40 percentage points) in home win rates when the attendance was unevenly (favoring the home team) or evenly split.

Consequences
Between S22 and S24, the league has had an equal number of home games played so the effect of the "home field advantage" evened out over the season. With the addition of the third round in S25 this is no longer the case, hence we need to make a fix to even the field for MD11 - 15.

The post MD10 files will include an adjustment of the team's season ticket holders so that the attendance for each game is split 50/50 for the remainder of the season.

This will also be done in the Cup file for the upcoming Quarter Final matchday. We understand that this effect has been in play for the previous matchdays as well, but we will not issue a re-sim of the previous rounds. The cup is inherently more "random" with both a random draw and the one leg knockout. We've also seen historically less effects of the home field advantage in the Cup over the past three seasons than in the league games.

ISSUE 2

Background
When creating the new database for S25, we added a third round of matchups to increase the season length to 15 matchdays. For Majors Division 1, I missed setting a neutral venue for the first game of the new matchdays (MD11 - MD15), thereby making them real Home / Away matchups.

This causes more issues than issue 1 due to the nature of how FM looks at splitting attendance for Home / Away compared to Neutral venues. The same solution for Issue 1 does not fix Issue 2.

Consequences
As the matchups are grouped in sets of five matchdays, the solution in this case is, ONLY FOR MAJ DIVISION 1 to go back and re-use the MD1 - MD5 file and schedule to play the remaining five matchdays. With the neutral venues and the fixes to the attendance split this will be the same scenario as all other divisions.

The index will need manual adjustments after the season is completed to reflect the correct matchdays but it is doable. Just bear with us until a couple of days after the final matchday to get a proper finalized index for S25.

The promotion playoff can be scheduled correctly using FMRTE by changing the results of MD11 - MD15 of Major Division 1 to the real results recorded in the other file, so those index statistics will be recorded properly.

We are happy to announce the start of the 25th season of the SSL, an anniversary season! The (re)introduction of promotion and relegation brought with it one of the more exciting final weeks in league history, with important games in many of the final matchdays and eventual playoff promotion. We hope to see the same level of intensity this season as well!

Seasonal Survey

I will try to summarize the results of the Seasonal Survey that was sent out in S24, focusing on the changes and important information we have gathered.

Just as an introduction we received around 180 responses where almost 40 % of respondents indicate that the SSL is their main sim league. We have always known that the SSL is mostly a secondary or “casual” league for most but this high percentage indicates that we are moving towards becoming more and more independent. It is also most common to be in 2 or more sim leagues (1: 25%, 2: 29%, 3: 18%, 4: 17%...) with the SHL and ISFL being the more prevalent other main leagues at above 20% each. We got some insight into the job situation where almost all of the hired users in the SSL feel the PT pass and monetary rewards are fair for their contributions.

As for the league changes, a vast majority of respondents liked (62%) or were impartial (23%) of the move to promotion relegation but we also saw a big portion of respondents (35%) express that they believed the number of games in a season are too few. We will have some changes announced related to this later in this post.

At some point in the future we will also most likely conduct additional expansion(s) to reach our “final form” with 16 organizations that was announced a couple of seasons ago. In the survey we asked your feelings in regard to the latest expansion that happened in S22, which about 55% of respondents were here for. Out of these respondents, almost 80% had a positive experience but almost 8% said they did not (and 10% said they are not open to another expansion in the future) so we will look at the detailed responses if there is something we can mitigate if/when another expansion occurs. There is nothing concrete planned at the moment in this regard, see more information later in this post.

For the bounty system, a large number of respondents have answered that the information is not really clear which we can understand given the amount of changes that have been made on a season-by-season basis. If you are unsure, you can find the latest information about bounties in its subforum. The reintroduction of a banner competition has been positive, and we will adjust for S25 that championship banners are separate from the other banners so we get more images into the banner rotation. Another main point from the respondents has been the difference in grading detail which we will take with us to the bounty department and work on.

We will soon have yet another Cross League Charity Drive happening which we hope more people will see and participate in compared to the last one. We are aware that most of the other main leagues are participating in it as well and we understand that you may choose to donate through another league. We will look at ways to incorporate fun and unique charity auction items to entice participation through our drive. We will send out a post closer to the charity period for items that can be put up for auction.

In summary the survey has given us a lot of good feedback both in general and in specific areas we asked about. Thank you all for participating and your TPE reward should be submitted to the portal shortly!

Rule Changes

As is custom for these seasonal posts, we have some updates of the Rulebook that we want to announce and make everyone aware of.

The first is less of a rule change and something that came up based on the responses in the survey. We have worked with the FM Editor to swap the order of the division 1 and division 2 matchdays as in S24 division 1 was set to premiere on the early slot (15 Eastern) and division 2 on the late slot (19 Eastern). In S25, we will see them change so that every odd matchday has division 1 early and division 2 late, and every even matchday has division 2 early and division 1 late. As always the Matchday Producer bot in the Matchday channel will post the detailed schedule for the week on Mondays and Thursdays.

Speaking of matchdays, the BoD has in tandem with the sim team also voted to increase the number of games to 15 per league, corresponding to 3 matchups per divisional opponent. This number is more closely tied to the number of league games we expect in our final form (14) so this will be a fixed schedule for the foreseeable future.

With these new changes we have also adjusted the Code of Conduct punishment guidelines to reflect the number of games per week. The punishment for a first infraction is 3 games suspension, while a second infraction incurs a 7 game suspension.

Another rule change that we have voted to apply is the following to tactic submissions:

The intent is to restrict weird and too offensive tactic submissions that create artificially long games (2x-3x of a normal sim) for the sim team to record.

Changes to weak foot updates

It has come to our attention that the interaction between footedness and weak foot ratings in FM24 may result in unintended consequences for left-footed players who purchase the maximum weak foot upgrade. Specifically, for the purpose of corner taking, any player with a 20 rating in both right and left foot will always be treated as right-foot dominant when taking corners. Any player with 20-20 in footedness will never take a corner with their left foot.

Looking through regular FM players, there are none of the current "two-footed players" that have 20/20, they have 20/19. FM was most likely never built to work with 20/20.

During this first week of S25, we will adjust anyone who has 20/20 down to 20/19, looking at your initial build to determine the strong foot. If there are players that have re-rolled or re-distributed to another primary foot do let us know if this adjustment based on the initial build is wrong.

The bank will now allow for purchases of 19 max weak foot for the same price as before (as the intent is the same) in increments of 10 -> 15 -> 19.

Recruitment and Expansion

To preface, this is not an announcement about a new expansion!

We are planning for yet another Reddit recruitment this season, and intend to make this a regular occurrence in our recruitment schedule every three seasons. We are currently on pace to hit the current max number of starting positions (264) during next season.

Expansion is heavily dependent on how many people we retain from this upcoming Academy class as well as interest in management positions. Depending on the retention percentage we will begin to look at expansion options shortly after. Keep in mind that during the S20 and S23 classes we had a drop off during and after the Academy season and we want to be able to find a balance where teams are not completely full while also not creating expansion teams that will struggle to field 11 active players between two teams. In short, an update on possible expansion processes will be announced when the BoD is confident that we have surpassed our max number of starting positions in a sustainable manner.

We've also experienced two exciting promotion playoff matches where both CF Catalunya and Rapid Magyar SC gained promotion to their respective division 1 alongside the automatically promoted Xelajú Cósmico F.C. and North Shore United.

Tomorrow, Monday March 23, marks the start of the official off-season period for pending FA purposes.

Pending FA period
Any player that is on an expiring contract (no contract signed for TODO S25) is considered a Pending Free Agent at the start of the off-season. Organizations may at that time contact a Pending FA and negotiate a contract.

Any Pending FA is not officially a Free Agent until the start of the next season thus they may still sign an extension with their current team during the off-season week without reducing the team's transfer budget. We just have to make one thing clear: A manager may not force a player to provide intent to sign. This week is intended for players to be able to talk to teams and be shown alternatives for how their future may look.

Re-rolls and redistribution
S23 players have one last chance this week to submit a re-roll and S24 players have one last chance to use their redistribution for their player via the portal.

Seasonal Change
If you want to retire but still have a corpse season for your player, you need to wait until the start of the next season. Any player retiring during the off-season is retired at the end of the season and will not get a corpse season.

Due to the changes with the portal, the new draft class will officially start up on March 30th with the start of the new season. Any players created during the week of March 23 to March 29 will not be approved until the following week.

SSL Prospect Draft and Next Draft Class
We are also gearing up for the SSL Prospect that is set to take place on March 29 at TBA. The draft order can be found here.

Regression and Portal
Regression will be run later today and the resulting TPE will be directly removed from each affected player's TPE total. A regression post will be published on the forum which will also indicate players that are automatically retired.

The deadline for regressing your player in the portal is April 3rd..
